This is a particular case of pseudo-GTS and relative giantess. Whereas the prefix para means "next to", "related", "auxiliary"; then para-giantess means "related to the giantesses but without being a giantess".
Pokémon - EP0022: Sabrina shrinks the protagonists. She has never grown in size (so she is not a giantess), only interacted with shrunken beings (Ash, Misty, Brock and Sabrina's father). That's why she's a para-giantess.
Similarly, on Garfield and Friends - EP120, Vivacia is interacting with shrunken Jon, then she is a para-giantess.
On Goof Troop - SE1-EP52, Pete turns into a fly and enters into Peg Pete's ear.
On Dexter's Laboratory - SE1-EP09a, Dee Dee also acquires the role of para-giantess, for interacting with her shrunken brother.
On Yu Yu Hakusho - EP13, Rando ends shrunk and Botan interacta with him, Making her take the role of para-giantess.
Xiaolin Showdown - SE2-EP09: Jack Spicer, because he lost a showdown, is shrunken and trapped before Megan, his little cousin.

Clarification: para-GTS ≠ SM
Many people mistakenly think that para-GTS implies SM and vice versa, but this is not always so. Let's look at a couple of counterexamples:
- Interaction between 2 women: Suppose there is a normal-sized woman interacting with a SW. Here is the subject para-GTS and SW at the same time, but there is no SM.
- Interaction between 2 men: Suppose there is a normal-sized male interacting with a SM. Here is the subject para-GT and SM at the same time, but there is no para-GTS.
