It is a strange paraphilia of relatively recent origin that tries to be attracted to some pokémon or similar (like the nonhuman digimon). This is a particular case of furry.
The most popular character in this rare paraphilia is Gardevoir.

Blizzaria, although she is a "collectible bug" (as are the Pokémon) of the Yo-kai Watch series, she has a distinctly human aspect, so she does not enter into pokephilia (but she would enter into what is lolicon).
